It is CRIMINAL to have in the LARGE CITIES millions of children wondering around naked, hungry and miserable pursued by the police who wants to take them to jail right away for a crime the didn’t commit, or to a nauseating haven that looks more like a pigsty, where the poor children are mistreated, humiliated, vexed miserably for the only crime of being poor.

We need the NATIONAL INSTITUTE OF CHILDHOOD PROTECTION in every country of LATIN AMERICA to give to all the children of each country INTEGRAL protection in the widest sense of the word.

The ORPHAN and shelterless BOY DOESN’T NEED DOG’S HAVENS, the orphan and shelterless boy needs COLLECTIVE HOMES URGENTLY, beautiful homes where the child may be duly attended with all sort of details, etc.

The ORPHAN AND SHELTERLESS BOY should go to the COLLECTIVE HOME, to the MODERN SCHOOL, etc.

The NICP should fund LUXURY COLLECTIVE HOMES in each country, MODEL HOMES full of beauty, tenderness, elegancy, etc.

The time has come to UNDERSTAND the need of establishing over the face of the Earth GARDEN CITIES with beautiful COLLECTIVE HOMES for shelterless children.

It’s a crime of the worst specie to humiliate the shelterless children, locked up like prisoners in disgusting, unclean havens that, as we already said, instead of havens look like filthy pigsties.

The shelterless children could have a beautiful future in the collective homes; wise psychologists could orient them there and each child, after a joyful KINDER in the collective home, would pass to the school and would get prepared to take his place in life, according to his innate dispositions and with the economic support of the NICP.

Some of those children could become Doctors, some others Lawyers, Engineers or craftsmen, iron workmen, bricklayers, etc. each one according to they aptitudes.
